Page xiii Introduction “Women in higher education” is not my topic of choice for research and writing. Rather, it is a lived reality, a long-term project in which I have been subject and object, participant and observer, in charge and out of control of my life project. It is a personal map that frames the issues I raise in this book. The often circuitous pathways of a woman’s academic career, the geographical locations and institutional contexts of her educational and work histories, her generation, family circumstances, and personal “identikit” shape her experiences in higher education, her theoretical and methodological choices, and her political take on the life around her in the academy.

One such issue is the lack of educational scholarship on how women might factor into new times and new conditions. In this book, I focus on women in higher education in four Southeast Asian countries: Thailand, Singapore, Hong Kong, and Malaysia. In a series of case studies, I bring the insights of a group of Southeast Asian academic women to light in dialogues about the extent to which feminism, local cultural politics, equity and affirmative action agendas, and accountability mechanisms of quality assurance discourses have supported or failed women.

Elaine El-Khawas, vice president for policy analysis and research of the American Council on Education, notes that although American women have made significant gains since the 1960s in higher-education participation, both as students and faculty, women remain underrepresented at the most senior levels of academic management. S. colleges and universities. A decade ago, women held 10 percent of these positions; two decades, ago women held 5 percent’’ (in Eggins, 1997, p. xii). A similar picture emerges for Australia: In 1998, women accounted for 14% of full-time tenured professors and associate professors, up from 13% in 1996 (DETYA, 1999) and 9% in 1990 (Burton, 1997).
