IV. NETWORK EVOLUTION Given the choice of five-year intervals, a maximum of twenty-one network cross-sections, each overlapping for 80% with its neighbors, could be used as observation instances for the time-series. To guarantee that relationships between networks are not artificial, however, I decided to reduce the observation instances to five non-overlapping networks. Thus, I modeled the evolving structure of patent citations between technological domains between 1975 and 1999 as a time series of five networks (based, respectively, on the patents granted in the intervals 1975 through 1979, 1980 through 1984, 1985 through 1989, 1990 through 1994, and 1995 through 1999).

Giummo (2003) examined the royalties received by patent holders at nine major German corporations and reached a similar conclusion. Hall, Jaffe and Trajtenberg (2004) analyzed the patenting activity of almost 5000 firms over a period of 30 years. They found that patent citations are indicative of firms’ intangible assets, even when controlling for raw patent counts and R&D investments. Besides indirect evidence, patent citations were found to indicate patent importance also in the studies of Albert (1991), and Jaffe, Trajtenberg and Fogarty (2000), who asked knowledgeable inventors/experts to evaluate the technological significance of selected samples of inventions.

On the basis of these values, I concluded that the measurement of knowledge output based on five-year windows is just about as accurate as the one based on the entire observation period6. III. IV.
