And second and related, Eastern Europe is considerably poorer than the rest of Europe. It lacks the affluence, the style, the rich social programs that we associate with Western Europe. In fact, there is a rule that applies generally in this part of the world that says: the farther east in Europe you go, the poorer it becomes.
