This difficulty is magnified if dialogue is undertaken at the international level, as weaker actors might fear that dialogue with powerful actors will compromise their interests, while the latter refuse to change their views. Nevertheless, dialogue is still possible in international relations, either prior to or during bargaining in the course of negotiations or as a means of identifying common interests among hostile states.

The ideal conditions for international deliberation or dialogue are similar to those required for successful dialogue in a national context. All interested and affected parties must participate in the deliberation and treat each other as equals. Each actor must persuade others to adopt his/her view by offering reasoned arguments for his/her positions. No coercion or power may be used to prevent actors from participating in the deliberation or to convince actors to accept an argument. While presenting reasoned arguments for one’s position, each actor must be ready to be convinced by the arguments of others and consequently to change his/her positions.

An official of the EC put it explicitly: “The granting of ODA is excluded from ASEM in order to clearly pass the political message: the former colonial great powers recognize the Asian states as equals” (Reiterer 30 In search of ASEM 2004: 258).
