Each actor must persuade others to adopt his/her view by offering reasoned arguments for his/her positions. No coercion or power may be used to prevent actors from participating in the deliberation or to convince actors to accept an argument. While presenting reasoned arguments for one’s position, each actor must be ready to be convinced by the arguments of others and consequently to change his/her positions.
